Dr. Windsor is a doctor of optometry and specialist in low vision rehabilitation of the partially-sighted and president of the Low Vision Centers of Indiana. Dr. Windsor has two degrees from the Indiana University School of Optometry, where he received the Fox Optical Award as the Outstanding Senior Clinician. In 1999, Dr. Richard L. Windsor was selected the American Optometric Association's "Optometrist of the Year" for the United States. In May of 2003 he was selected as a Distinguished Practitioner of the National Academy of Practice. Dr. Windsor has lectured across the United States on low vision rehabilitation including the American Optometric Association Low Vision Section, The American Academy of Optometry Low Vision Section and the Neuro-Optometric Rehabilitation Association.

Dr. Windsor has been recognized five times by the Indiana Optometric Association receiving: "The Indiana Optometrist of the Year "1996, The IOA's 1979 "President's Citation, Young Optometrist of the Year", the IOA's "Distinguished Service Award" and two Meritorious Service Awards. He is the first optometrist in history of the IOA to receive all four major awards. He is a past president of the Indiana Optometric Association.

Dr. Windsor has also expanded optometry's role in management of visual problems from brain injury. Dr. Windsor has trained the rehabilitation departments of major hospitals in Indiana and across the country. Dr. Windsor was a founding member, board member and past president of the Indiana Low Vision Rehabilitation Society (ILVRS). ILVRS recently received the Thomas C Hasbrook Award. As part of ILVRS, he helped developed the bioptic driving rules adopted by the Indiana BMV and screening techniques for partially-sighted children.

Dr. Windsor has authored chapters in textbooks on low vision and has helped in the design of low vision devices including the new PVA CCTV and Eye Can Read Machine. He was the first US doctor to prescribe the EyeFine auto focus eyewear. He was among the first doctors in the world to prescribe the Jordy low vision system. Dr. Windsor developed the Neuro Optometric Association's NORA Virtual campus, a resource on the Internet for vision rehabilitation information after traumatic brain injury. He also developed the Low Vision Gateway to the Internet as a major resource for the visually-impaired.

Dr. Windsor has been president of the Blackford YMCA and the Grant-Blackford Mental Health Center, and president and two-time campaign chair of the Blackford United Way. He has served on the board of the Grant Blackford Developmental Center. Dr. Windsor initiated local comprehensive school screening programs and has provided screenings for Head Start, nursery schools and diabetic groups as well. Dr. Windsor and his wife Marjorie have five children including three adopted special needs children.
